1. Background and Rationale 

As part of the process of Certification of Entrepreneurship Support Organizations (OAE) in Benin (LABELOAE), a key initiative for the national entrepreneurial ecosystem, several organizations were recognized for the quality of their support services for entrepreneurs.

Led by the Sèmè City Development Agency and the Small and Medium-Sized Enterprise Development Agency (ADPME), with support from the Ministry of Small and Medium-Sized Enterprises and Employment Promotion, the Ministry of Economy and Finance, and the Benin Chamber of Commerce and Industry (CCI Benin), and with technical and financial support from the World Bank, this initiative aims to improve the quality of entrepreneurial support and to recognize the highest-performing organizations.

The OAE LABEL aims to recognize and strengthen Entrepreneurship Support Organizations (OAE) that play a key role in the development of Micro, Small and Medium-Sized Enterprises (SMEs) by helping to sustainably raise the standards of support services in Benin.

In addition to its support programs, the organization is considering launching a smart EdTech educational marketplace designed to digitize, organize, and make the creation and distribution of educational content in Africa more accessible.

To accelerate the development of this solution, Women EdTech is hiring a Full-Stack Developer / Technical Lead for the design and implementation of the product.

2. Objectives of the Activity

The objective of the project is to design, develop, and oversee the implementation of an EdTech educational platform, by ensuring its technical quality, scalability, security, and the integration of advanced features based on artificial intelligence.

• Help define and implement the’overall technical architecture of the platform 
• Develop and integrate the creation and management of virtual classrooms (schools, universities, businesses, NGOs)
• Design and implement a system that enables the AI-assisted online course creation
• Develop the educational marketplace enabling the publication, sale, and sharing of educational content
• Incorporate models of’artificial intelligence for the automatic generation of interactive educational materials
• Set up a system for Tracking Learners and Analyzing Performance AI-based (learning analytics)
• Develop features that enable NGOs and public institutions to roll out digital training programs that are accessible to vulnerable populations
• Ensure the integration, performance, security, and scalability of all developed modules

3. Expected Results

Upon completion of the mission, the following results are expected:

• A comprehensive, well-documented, and scalable technical architecture for the platform 
• A fully functional, operational MVP that incorporates the platform's essential modules
• A fully operational system for creating and managing virtual classes
• A fully functional AI-powered online course creation module
• An educational marketplace that enables the publication, sale, and sharing of educational content
• The Integration of Artificial Intelligence Features for the Automatic Generation of Interactive Educational Materials
• An AI-based system for tracking learners and analyzing performance (learning analytics)
• A solution that enables the deployment of digital training programs for NGOs and public institutions
• A secure, high-performance, and well-documented backend API
• A responsive, intuitive, and functional web interface
• An integrated and fully functional payment system (Mobile Money, Stripe, or equivalent)
• An automated deployment infrastructure (CI/CD) with comprehensive technical documentation
• A recommended technical roadmap for product evolution and scalability

5. Developer Profile 

The developer must: 

• Have a proven track record of at least 5 years of experience in deploying digital solutions; ; 
• Have experience developing complex web platforms, marketplaces, or EdTech solutions; ; 
• Have expertise in artificial intelligence and system security; ; 
• Have a good understanding of African issues and inclusive digital technology 

6. Duration of the assignment 

The mission is scheduled to last one hundred twenty (120) business days for the design, development, and deployment of the platform.  

7. Submission Guidelines

9. Mission Oversight 

The mission will be supervised by the team from Women in EdTech, with regular follow-ups. 

10. Final Provision 

Women EdTech reserves the right to:

• Reject any offer that does not comply; ;
• Negotiate with the shortlisted bidders; ;
• Modify or cancel the process if necessary.
