  1. Background and Rationale

This project is part of the GRANT PROGRAM TO SUPPORT CERTIFIED OAEs, supported by the World Bank.

The Certification Program for Entrepreneurship Support Organizations (OAE) aims to identify, recognize, and support organizations that play a key role in the development of micro, small, and medium-sized enterprises (MSMEs) in Benin.

This program is implemented by the Sèmè City Development Agency and the Small and Medium-Sized Enterprise Development Agency (ADPME), with support from the Ministry of Small and Medium-Sized Enterprises and Employment Promotion, the Ministry of Economy and Finance (MEF), and the Benin Chamber of Commerce and Industry (CCI-Benin), as well as with technical and financial support from the World Bank as part of the Vocational Training and Entrepreneurship for Employment in Benin (FP2E) project.

In this context, Women EdTech, as a certified organization, receives support aimed at strengthening its operational capacity and improving the training environment for women entrepreneurs.

This facility renovation project is therefore part of an organizational consolidation effort and aims to provide a modern, functional, and suitable environment for:

  • training and support for young people and women; ;
  • organizing meetings and workshops; ;
  • the administrative management of activities.
  1. Description of the Expected Work

This request for proposals concerns the renovation of a building comprising:

  1. A large training room (55 square meters)
  • Capacity: 40 seats with tables (arranged in a training room layout)
  • An airy, well-lit space
  • Complete electrical installation (outlets, lighting)
  1. A conference room (20 square meters)
  • Average capacity (internal and partner meetings)
  • Layout suitable for meetings
  1. An office and walk-in closet (20.90 square meters)
  • Team Workspace
  • Simple and functional layout
  1. A patio (20 square meters)
  • Covered outdoor area
  • Suitable for informal conversations and breaks
  1. Fencing for Lot 3775b, Block R
  • Secure Fence Around Lot 3775b
  • Main entrance.
  1. Integrated Sanitary System
  • Plan for a total of 2 to 3 restrooms, distributed as follows:
    • 1 guest restroom accessible from the common areas (near the training room/terrace)
    • 1 restroom located inside the conference room (or in the immediate vicinity)
    • 1 restroom located inside the administrative office (or shared with the team)
  • Each restroom facility must include:
    • Bowl Restroom
    • Hand-washing station with a water source
    • Adequate ventilation (natural or mechanical)
  • Finishes: floor and wall tiles (easy to maintain)
  • Compliant wastewater disposal system (properly sized septic tank or existing connection)
  • Ensure a reliable water supply (tank or reservoir, if necessary)
  • Measures to promote users' hygiene and privacy (locks, partitions, lighting)
  1. Technical Specifications

The successful bidder will be responsible for the architectural design of the building. As such, the bidder must propose:

  • a detailed architectural plan that meets the stated requirements; ;
  • technical drawings (foundations, electrical, plumbing, etc.); ;
  • A proposal for an optimized layout of the lot (500 m²).

These proposals must be submitted to the organization for approval Women in EdTech before work begins.

The work must include:

  • Technical Studies and Site Layout
  • Earthwork and Foundations
  • Erection of Walls
  • Roof Framing and Roofing
  • Carpentry (doors and windows)
  • Electricity and Lighting
  • Floor and Wall Coverings
  • Painting
  • Landscaping and Fencing

The materials used must be of good quality and comply with current standards.

  1. Turnaround Time

The estimated completion time for the work is a maximum of 4 months from the start date.

  1. Terms and Conditions of Participation

Bidders must:

  • Be a legally incorporated company or firm
  • Have at least 3 years of experience in the construction of similar buildings
  • Have a qualified technical team
  • Have previously completed at least three projects involving similar work 
  1. Contents of the Offers

Bids must include:

  • A proposed outline plan or architectural sketch
  • Documents or supporting evidence (certificate of completion, etc.)
  • A valid certificate of incorporation,
  • An explanatory note on the proposed development

  1. Evaluation Criteria

Bids will be evaluated based on:

  • Compliance with Administrative Documents 
  • Quality of the Technical Proposal 
  • Documents or supporting documents 
  • Bidder's Experience and References
  • Completion Timeframe
  • Cost of the Offer

Only bids that have received a minimum score of 70% in the technical evaluation will be considered eligible to proceed to the financial evaluation. It should be noted that the technical score accounts for 60% and the financial score accounts for 40% of the final score.

Bids submitted in person will not be accepted. Any bid received after the deadline will be automatically rejected.

Women EdTech reserves the right to:

  • not to proceed with this request for proposals; ;
  • request clarification from bidders; ;
  • negotiate with the selected candidates.
