class=\"wp-block-list\">\n<li><strong>Background and Rationale\u00a0<\/strong><\/li>\n<\/ol>\n\n\n\n<p class=\"wp-block-paragraph\">As part of the process of <strong>Certification of Entrepreneurship Support Organizations (OAE) in Benin (LABELOAE)<\/strong>, a key initiative for the national entrepreneurial ecosystem, several organizations were recognized for the quality of their support services for entrepreneurs.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Led by the S\u00e8m\u00e8 City Development Agency and the Small and Medium-Sized Enterprise Development Agency (ADPME), with support from the Ministry of Small and Medium-Sized Enterprises and Employment Promotion, the Ministry of Economy and Finance, and the Benin Chamber of Commerce and Industry (CCI Benin), and with technical and financial support from the World Bank, this initiative aims to <strong>improve the quality of entrepreneurial support<\/strong> and to recognize the highest-performing organizations.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The OAE LABEL aims to recognize and strengthen Entrepreneurship Support Organizations (OAE) that play a key role in the development of Micro, Small and Medium-Sized Enterprises (SMEs) by helping to sustainably raise the standards of support services in Benin.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">In this context, <strong>Women in EdTech<\/strong> is considering developing a <strong>overarching strategic plan<\/strong>, aimed at clarifying and strengthening its vision, mission, and development goals, in line with its role as a committed advocate for digital inclusion and the economic empowerment of women and young people.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">This strategic plan should enable the organization to define its priority areas, structure its areas of focus, and strengthen its impact at the national and regional levels, while contributing to the transformation of Benin\u2019s entrepreneurial ecosystem.<\/p>\n\n\n\n<ol start=\"2\" class=\"wp-block-list\">\n<li><strong>Mission Objectives\u00a0<\/strong><\/li>\n<\/ol>\n\n\n\n<p class=\"wp-block-paragraph\">The goal of the mission is to support <strong>Women in EdTech<\/strong> in the development of a <strong>2026\u20132030 Strategic Framework Plan <\/strong>, enabling it to clarify its vision, strengthen its positioning, and define strategic directions consistent with its mission of digital inclusion and the economic empowerment of women and young people.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Specifically, the mission aims to:<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Specifically, the mission aims to:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Create a <strong>in-depth diagnosis<\/strong> of the organization (institutional, organizational, strategic, and programmatic)<\/li>\n\n\n\n<li>Identify strengths, weaknesses, opportunities, and threats (SWOT analysis)<\/li>\n\n\n\n<li>Clarify and, if necessary, refine the <strong>Vision, Mission, and Values<\/strong> of the organization<\/li>\n\n\n\n<li>Define <strong>priority strategic areas<\/strong>, in connection with current and future areas of focus<\/li>\n\n\n\n<li>Analyze the performance, relevance, and impact of the <strong>existing programs and initiatives<\/strong> from Women EdTech<\/li>\n\n\n\n<li>Structuring a <strong>a coherent range of programs<\/strong>, accessible and scalable (training, support, digital initiatives, advocacy, etc.)<\/li>\n\n\n\n<li>Define <strong>Strategic and Operational Objectives<\/strong> in the short, medium, and long term<\/li>\n\n\n\n<li>Develop a <strong>operational action plan<\/strong> realistic, with a focus on prioritizing actions<\/li>\n\n\n\n<li>Set up a <strong>monitoring and evaluation framework<\/strong> with clear performance metrics<\/li>\n\n\n\n<li>Suggest a <strong>resource mobilization model<\/strong> (funding, partnerships, self-generated revenue)<\/li>\n\n\n\n<li>Develop a <strong>communication and positioning strategy<\/strong>, in line with Women EdTech's goals<\/li>\n\n\n\n<li>Strengthen the alignment of interventions with the challenges of <strong>digital transformation, inclusion, and the entrepreneurial ecosystem<\/strong><\/li>\n<\/ul>\n\n\n\n<ol start=\"3\" class=\"wp-block-list\">\n<li><strong>Mission Results<\/strong><\/li>\n<\/ol>\n\n\n\n<p class=\"wp-block-paragraph\">Specifically, this will involve:&nbsp;<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Upon completion of the mission, the following objectives<\/li>\n\n\n\n<li>A <strong>detailed operational action plan<\/strong>, including priorities, deadlines, and responsibilities<\/li>\n\n\n\n<li>A <strong>robust monitoring and evaluation framework<\/strong>, with performance metrics and management mechanisms<\/li>\n\n\n\n<li>A <strong>resource mobilization strategy<\/strong>, diverse and realistic<\/li>\n\n\n\n<li>A <strong>communication and positioning strategy<\/strong>, boosting Women EdTech's visibility and influence<\/li>\n\n\n\n<li>A <strong>operational roadmap<\/strong> to ensure the effective implementation of the strategic plan<\/li>\n<\/ul>\n\n\n\n<ol start=\"4\" class=\"wp-block-list\">\n<li><strong>Expected Methodology<\/strong><\/li>\n<\/ol>\n\n\n\n<p class=\"wp-block-paragraph\">This suggested during the review process for the draft document, in both electronic and hardcopy formats.<\/li>\n\n\n\n<li>Resource Mobilization Strategy<\/li>\n<\/ul>\n\n\n\n<ol start=\"6\" class=\"wp-block-list\">\n<li><strong>Firm Profile\u00a0<\/strong><\/li>\n<\/ol>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>The firm will be required to:&nbsp;<\/strong><\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Demonstrate at least 3 years of proven experience in strategic planning, monitoring and evaluation, and resource mobilization<\/li>\n\n\n\n<li>Have completed at least three (3) similar assignments; ;\u00a0<\/li>\n\n\n\n<li>Have proven expertise in strategic planning, organizational development, project\/program management, and monitoring and evaluation; ;\u00a0<\/li>\n\n\n\n<li>Strong knowledge of issues related to women\u2019s economic empowerment, digital inclusion, and women\u2019s digital entrepreneurship; ;\u00a0<\/li>\n\n\n\n<li>Master strategic planning tools and methods (SWOT analysis, PESTEL analysis, Theory of Change, etc.)<\/li>\n\n\n\n<li>Ability to incorporate cross-cutting approaches (gender and inclusion, sustainability,
